Cut Emissions & Save Money with TIER: Alberta’s Green Solution

TIER requires regulated facilities to reduce greenhouse gas emissions.  The foundation of Alberta’s emissions management program is based around The TIER system, otherwise known as the Technology Innovation and Emissions Reduction Regulation. TIER assists industrial facilities in coming up with creative solutions to cut emissions and invest in green technology to both stay competitive and save money.

Who is this applicable to?

The regulation applies emissions reduction requirements to facilities which emit more than 100,000 tonnes of carbon dioxide per year. Facilities with emissions less than this threshold may opt-in to the regulation if the facility competes directly with another regulated facility, emits 2,000 tonnes CO2e or more, and belongs to an emissions-intensive, trade-exposed sector.

The TIER regulation was amended in July 2020 to allow additional sectors to voluntarily opt-in to the regulation and reduce administrative burden for regulated conventional oil and gas facilities

By opting in, facilities may apply to become exempt from Canada’s federal carbon fuel charge required under the Greenhouse Gas Pollution Pricing Act (GGPPA).

Facilities can meet compliance obligations in the following ways:

  • lowering on-site emissions by the use of capture recognition tonnes
  • submit emission offset credits
  • submit emissions performance credits
  • purchase fund credits (by paying into the TIER Fund)
